Valdemar (Val) Andersen was born in Palmerston North, New Zealand. He served with the Royal Navy from 1940-1946, completing his service as Lieutenant in command. In 1947, he joined the Colonial Service as an Administrative Officer Cadet in the Protectorate, where he remained until appointed Resident Commissioner for the Gilbert and Ellice Islands Colony in 1962, taking up his new post that April. His BSIP appointments included as District Commissioner for the Eastern Solomons, for the Central Solomons, and for Malaita, and a number of Secretariat postings until he was made Secretary for Protectorate Affairs.
