Charles Rufus Marshall Workman was Resident Commissioner from 1918 to 1921. He replaced Frederick Joshua Barnett (q.v.) as Acting Resident Commissioner and then Resident Commissioner, and was in turn replaced by Richard Rutledge Kane (q.v.).
