David Thuguvoda was born in 1942 in Roroni village on Guadalcanal. He attended the Guadalcanal Council School at Katave and then King George VI School (q.v.) at Auki to Standard VII. After this he became a farmer at Balasuna. Thuguvoda was elected a Guadalcanal Council member for East and West Tathimboko (Tasimboko) in 1963 and re-elected in 1967. He was the first former King George VI student to be elected as President of a Local Council (the Guadalcanal Council). He ran unsuccessfully for a seat on the Governing Council (q.v.) in 1970, but gained the Central Guadalcanal seat in 1973. His 1976 attempt to enter the Legislative Assembly (q.v.) failed.
